It depends on any accent mark.
Without any markings, I would pronounce it "NOLE," as in Noel Coward and assume it was a boy's name.
If there are two dots over the "e," then I would pronounce it "no-ELL," as in "The First Noe"l" or the French word for Christmas. I would consider this to be a girl's name, the same way Summer, Autumn, Winter are.

But, do you think the pronunciation NO-EL on a boy would sound bad? In my opinion it has the same nice gentle flow of Noah in someways.
I love the sound. But everyone (here in the US) will assume it's a girl's name with that pronunciation. If that doesn't bother you, then fine.
For a boy--if you're saying it NO-uhl (or NOLE), I think it would be fine. But NO-ell or no-ELL for a boy would be confusing and probably evoke teasing. Unfortunately.
