Clemency sounds like the name of a hotel: "Come stay at the glamorous Clemency Hotel!"
Clelia just sounds awkward. I'm afraid I don't care for either name.

Oy, it never occured to me that Clemency could sound like the name of a hotel. That comment actually made me laugh :-)
