Yes
It is, but since Eppy is a name I've only recently discovered, I don't automatically put it with Euphemia or get that same feel from it. Effie is a nickname that feels exactly the same as the full name.
Oh, I'm excited now to learn why Eugenia Bonnie is extra awesome! I hope to go to the library today, actually, so I'll have to get that book. :)
