Not cee because that implies a long vowel - but i sounding like i in it. The last syllable i slurred into an uh sound. (In short, not pronounced how it looks - sigh-ril)
ci-ruhl is the only way I've ever heard it pronounced - as in a man I used to see on the train each day with his office colleagues and an elderly neighbour when I was a kid.
