I've been dazzled by Norma for the past few months now. Her counterpart Norman doesn't do as much for me personally, but I would still *love* to see it used. I think an ideal sister for Norma would be Frances - they just seem to go together so perfectly. On to your combos!
Norma Beatrice - Two of my favourite names. I'm not as big on Norma Beatrix but I can't put my finger on why. I think maybe Norma needs a calmer name with her so that her spunk isn't overshadowed by her comrade's.

Norma Edith - Not a big fan of the flow, but again, GREAT sisters

Norman Arthur - Fluueahg this is a major culture clash for me with the medieval English King Arthur and the Norman Invasion. I don't know whether I like it or not but it is a whole lot of epicness going on in one name
