In the Willetts family, mages make naming decisions not the mother or father of the child. Fiona has weak magical abilities and doesn't really consider herself to be a mage. So Calliope makes such decisions after asking the mother-to-be a series of questions. Mages often live with the eldest child of the same gender for some unknown reason in this particular family. The mage is effectively a status symbol and is able to make potent medicines and make fire without flint. It's often believed that mages are immortal, but Jolyon actually had to kill a mage who planned to mutiny during the last Civil War.
