[Facts] Usable in France?
Is the girl name 'Thale' (tah-leh) ('leh' like lay) usable in France? Or us there a word with that pronunciation?

Not sure if it is - I've got to look up to see if France has naming laws. There is a similar name, Thalie. You might be better off using that.
As far as I can gather there's taler with that pronunciation with the meaning to bruise/to damage (fruit). This doesn't necessarily make it unusable. And it also depends on where you put the stress in the word.
Also, I suspect to get two syllables out of that in French you ought to use Thalé(considering the fact that pale for example is also pronounced as one syllable), but I'm not a native French speaker, so this is by no means a fact.
