I've never heard anyone in the UK say the name Clive is chavvy. What it is is dated. I can't imagine a Clive younger than 50 and Clive Owen was born in 1964 (whoa!) so he's probably one of the youngest.
It's no more ridiculous than using any other name which fell out of fashion 40-50 years ago.
