Hmmm. I'm surprising myself here and will go with London. Paris is too tied to Paris Hilton for me (I was right in the generation of 'The Simple Life' and Paris everywhere on everything) and also the image of Paris is all romantic and too loaded for me. London is not a name I'd EVER use and would actively discourage someone I knew from using it but I really do like the city (I like Paris too) and I have some very special memories in London. It's also a strong name and I like strong names on girls.

Paris has just been a first name so much longer, so it seems like one. London seems like a flash in the pan - it's already going out of style. Paris Hilton may be tacky, but I'd much rather answer to "Paris" than "London."
My first hairdresser was named Paris and I was totally impressed (I was 8).
