There are definitely worse celeb baby names, but I don't like the name Dusty. Not even on a guy, especially on a girl. Rose is very nice.
It makes me think of a rose flower covered in dust.
It has the cheesy, "aren't we so kewt?" vibe of Misty Dawn and Lily Belle. Plus I don't like the color, which I always thought looked like it was apologizing for being pink.
Yah, poofy sleeves and dust bunnies come to mind.
I guess it's OK. Many celebs have named their offspring a lot worse.

I thought of the colour too! It's cute enough, but something being "dusty" implies it is covered in dust and needs to be cleaned, so that kind of puts me off!
I'm on the fence about this name. It has a nice sound, but I don't like Dusty on girls.
