The masculine name Noar entered the TOP-500 in Germany 2016. I have little additional information except that the name is probably of Arabic or Kurdish origin (and, given that it appears in Germany in 2016, it is probably from Syria or Iraq).
Can someone here shed some light on the origin and meaning of Noar?
