I like it. It's one of those names that's really not used much, so it feels "fresh", but isn't out-there at all. It might be kind of dated-sounding depending on how old one is because of the popularity of Justin at one point in time, but I wouldn't worry about that personally -again, because Justine's never been that popular.
I can see what you mean about it being a bit bland, but I also get a Roman vibe from it so I think it's rather cool actually.
I've only ever met one in real life, a co-worker's wife. It fits her I think in the sense that she's sweet and a fairly soft-spoken person, but ready with a smile and likes to do outdoorsy things.
