I did meet one human Cecil once (swim instructor), though he pronounced it SESS-ull. He was really nice and encouraging (and cute), so I guess if I were to picture it on a human, it'd be like that. But yeah, it's pretty much a dog name. lol I prefer the feminine Cecily / Cecilia, anyway.
