Or Marvin the Martian, or Marvin the Stainmaster Carpet Kid (commercials when I was little that showed Marvin dumping food on the Stainmaster carpet) or Starvin' Marvin convenience stores.
Marvin is basically a punch line of a name.
The only advantage it has over the similar Melvin is that marvin was never slang for "wedgie" or, in case they don't call it that where you are, when your pants ride up into the crack of your butt.

We just use 'wedgie' as a slang term in its own right! Some people talk about 'builder's butt' - is Melvin considered a typical name for a builder??
Well, the "builder's butt" here is "plumber's ass/crack/butt. Wedgie can mean either the pants just ride up on their own because they're too tight, or somebody has grabbed the waistband and yanked them up to make the wedgie.
Melvin, I guess, is just the sort of name for somebody who would either wear pants that rode up on him, or be the type who'd have his pants yanked by other people. In short, a dork, a loser.
