Probably a blend of Jocelyn with Joshua to create a feminine form for the latter.

It could be a variant of Jocelyn but my first guess would be that the parents were Joshua and Lynn (or a -Lynn- name) and they combined them. I know several girls with -lyn names that were created that way.
