Well, I have a soft spot for Buddy for a little boy, because my father's nickname was Bud and when he was a little boy he was called Buddy. But only as a nickname. I don't think it should be on a birth certificate.

I agree, it doesn't belong on a birth certificate. In most situations it just sounds like what some guy might use to address a random male he doesn't know. Less formal than sir. "Hey buddy, got change for a dollar?" Like that. Like Sonny or Mac.
