I like it very much; I don't perceive it as harsh, but certainly as very Scottish: outdoorsy, energetic, independent.
I know a sibset of Scottish descent: Morag, Isobel and Eleanor. The parents wanted to name their third daughter Helen, but reasoned that, (1), their existing children would shorten it to Hel, and (2) since the father was a church minister, this wasn't a good idea. So she became Eleanor instead!

Don't like it, too harsh
It’s harsh, but not exactly for a girl. It’s just harsh phonetically. I don’t like that it has “rag” in it, but whatever. Nice meaning though. I don’t think it would be much better for a male honestly.
