I don't think Czar is used as a surname anywhere in Eastern
Europe, for what it's worth. Czar is actually the Polish word for spell, while Tsar is Car, and it doesn't follow the naming conventions of any EE language/culture I'm aware of. A quick Google search reveals no social media profiles with the surname Czar in Eastern
Europe. Forebears says it's most common in Afghanistan, but as we all know, it's a shaky source.
