I live in the U.S. and would never associate Tyrone with an "offensive cliche," for what it's worth. It definitely doesn't have the stigma of Shaniqua, for example.
ETA: I just did a Google search and found ample discussion of the stereotypes associated with Tyrone. Maybe it's generational? I'm 33 and had no idea the name had such a potent racial valence...
