thank you, I should've explained it more clearly, I wanted to know how the given name search setting per place works, for example, I tried to look for Bolivian names so I set the place on Bolivia. My question is how does the website label this name as Bolivian although it's not listed as such on popularity lists or in the usage category?

Ah, I misunderstood. For the Bolivian search, the site knows that the predominant usages that apply to Bolivia are Spanish, Quechua and Aymara, so it uses that information to find names that are categorized as such.
