I prefer it as masculine, mainly as a nickname to Shane, but I think it could stand on it's own as well. One of my characters from my novels is named Shane, often referred to as Shay by the other main characters. The name makes me think of him despite the fact that he's imaginary. 馃槀 But the association I have is a positive one and rather meaningful.
I've encountered 2 male Shay's, both from school from separate years. I'm not sure what they were short for, if anything at all. I've never met a female Shay.
