Its probably the same name as Uzbek Sevgili (meaning "beloved" according to user submitted names here). The g to h transition seems to be an artifact of Ukrainisation.P.S. Meaning confirmed through Wiktionary: https://en.wiktionary.org/wiki/sevgili
