I feel pretty neutral towards it, neither love it nor hate it. It's not a name I would use, at least not in reality, but I can understand why a lot of people would.
A cousin of mine has a little girl named this who goes by Nelly/Nellie. (Idk which spelling)
She has a brother named Jasper. I think that's a really solid sibling combo, Penelope & Jasper.
I predicted Penelope to enter the top 20 in the past, but now it looks like the name might be moving away.
