Yes, it has been given to more than 330 girls in the US since 2000.
Also probably used very infrequently for boys and girls before that.
Since it's an opinions board, I'll say my opinion - I think it's okay, but I don't like how it reminds me of jape and jalopy. The entry for the surname on BtN even suggests it might have come from a nickname meaning "fool." So I'm with New Chloe, there's something too jocular about it for my taste.
