Tear in your eye is TEER. Rhymes with ear, or beer.
Tear the paper is TAYRE, like, it rhymes with hair, or hare, or fair or mare.

Edit: I had TAHRE insteaad of TAYRE. TARE would also be right... I dunno! Go by the rhymes I listed!
