Win is the OE for 'friend'. Wyn (male) or Wen (female) means 'white' or 'fair' in Welsh. Delwyn is the masculine of Delwen meaning 'pretty and fair' (del meaning 'pretty' in Welsh). There are lots of Google hits for Delwyn in welsh contexts.
