Scottish, really? And the meaning is?
Many sources say they were French in origin? Some sites mention Dougary et al being Huguenot Protestant emigrant names to Ireland/Scotland.
I've also seen Dougray cited as a form of Degare. I have no idea.

If the name is originally French, and it very well could be, it's not Dougary or Dougray. The only spelling variant I've come across that corresponds to a French name is Dugarry which designates a person from one of the places named Le Garry in southwestern France.
