Aw, I love Charlie. Mostly for a boy (as a full fn) but also I think it's cute on girls. I definitely think it ages better on males, though.
I think Charlotte is the pick of your list. Mostly because it's fairly common where I live for a female Charlie / Charli (I see this spelling a LOT and would much rather see Charley in its place) to be a closet Charlotte. I know of four little girls under 6 who go exclusively be Charlie / Charli and are never referred to as Charlotte, although that is their actual name. 5-year-old Charli's parents HATED Charlotte and were so-so on a lot of the other options, including Charli as a fn. They ended up going with Charlize and regret it.
I've never met a Charlie (g) with the SH sound. Ever. And pretty sure they were all Charlottes.
Charlotte - nice, actually. I go back on forth on Charlotte but I'm keen on her at the moment. It's just so popular right now!
Charlene - this is pretty much the ultimate bogan name for me. See: Neighbours
Charline - Looks prettier than Charlene. Definitely less trashy because I don't have that Neighbours association. Hey, I like it!
Charla - pretty sound. I'd actually rather see Sharla. Or on seconds thoughts maybe not
Charlize - I just think of the actress tbh
Carla - I like Carla but I wouldn't call a Carla Charlie
Carlotta - meh, too elaborate with the lotta.
Charlotta - same as above, but even more so
I would say Charley is more feminine that Charlie but I have a feeling I'm alone on this one. There's this book called "Charley" (http://www.goodreads.com/book/show/2006452.Charley) about, duh, a girl named Charley. I love love loved this book when I was, like, 10. She was so cool. So only positive associations for me!
I know:
4 male Charlies (1 baby, 2 under 21, one about 80). Two are named Charles
roughly 6 female Charlies / Charlis (4 little girls, 2 teenagers) buuuut more Charlottes whom I might call Charlotte but fam might call Charlie, dunno
It's nice for Charlie to have a fn to fall back on. For convention's sake, I'd go with Charlotte if you don't feel strongly about anything else.
