Wrong website, but as there are several Russian and Ukrainian surnames from Ostap (Ostapov, Ostapenko, etc.), here goes:
it's a popular form of the more formal Efstafii, which is the Russian version of the Greek Eustathios, meaning "standing firm", or something like that. Eustace is the English vesion.
