My first idea was: WAGNER (carriage maker),a very common German name (rank 7 in Germany), with the N dropped for some reason; but I couldn't find any evidence for this, so let's forget about it.
In my book (Duden, Familiennamen 2004) I did find WAGER, meaning "weigher", somebody in charge of the public weigh-house of a medevial city. The different spellings may have variant reasons, I don't know.
