It appears that the surname is German, so Klöter would be another spelling. How to pronounce that - the oe sound is something like "uh" but a little longer; the -er would be like the English, but not the American, pronunciation of the -er at the end of father.

The name could well be German (possibly connected with a word for "dumpling" or another word for "earth heap"). In this case it would be pronounced something like "klirter" (like "bird", British pronunciation, no audible R).If it is a Dutch name, I believe it is pronounced "klooter".
