Rumen (Cyr. Ðóìåí) is a relatively frequent Bulgarian given name.
It means "ruddy" as opposite to "pale". Ruddy people seemed more healthy than pale people, so babies were called Rumen wishing health.
Feminine form: Rumena (Ðóìÿíà, Ðóìåíà).

Another certainly appears to be one or more Slavic languages where it could very well be a variant of Roman (cf. Ruman and Rumin in Polish).
