Mitto may have a different origin but Mittoo is Indian. It is a male given name, I think it's a diminutive form. I don't know if it's a surname in India. A lot of Indians who migrated to the West Indies did not have hereditary surnames as such. So they often ended up with the name of a forebear (father?) as a surname. These names were not always known as surnames in the South Asian homeland.
Mittoo, also spelt Mittu and Mitu, may be a familiar form of a name such as Mithun, or possibly Mitra. The latter name is one of the names of the Sun god, Surya; it can also mean "friend". Mithun is said to mean union or couple (twin?).
