Pruce can be English, another spelling of Prowse, Prouse, etc., a name said to be from the Old French, prous, or prouz, meaning "valiant, doughty" (Reaney and Wilson's "English Surnames").
If not English then it could be from the German Preuss, which does mean "Prussian", or the Polish Prus, with the same meaning. Prussian here would mean a member of the old Balt tribe of Prusai, akin to the Lithuanians and Letts, rather than a denizen of the German kingdom of Prussia.
