Broemer is definitely German as you can see at http://www.verwandt.de/karten/absolut/broemer.html. However, the more usual modern spelling is Brömer as shown at http://www.verwandt.de/karten/absolut/br%25C3%25B6mer.html. I don't know the etymology of the name.
