There is a place in Tunisia called Sidi Belloume, which is also spelt Sidi Balum and Sidi Balloum. As Sidi is a title meaning "my lord", I take it that Belloum is a male given name, possibly the name of a holy man with a shrine or place of pilgrimage in the area.
Baloum/Balum does seem to be a forename of both males and females of Muslim origin, and a surname also. Beyond that I dare not venture.
