The German spelling is Herkströter (or Herkstroeter). The name is found in the North Rhine-Westphalia region. I've no idea of the meaning. The -er ending usually belongs to a surname from a place name, e.g. Kissinger from Kissingen, or to an occupational surname, e.g., Schneider, Weber.
