The information at http://tinyurl.com/4lmpjj6 and http://www.verwandt.de/karten/absolut/hesmer.html indicates that it's a German name but I don't know the etymology.

Interesting. Perhaps Hesmer is a variant spelling of House, or Houser, which is also a German surname.
