Touru Kumon was South Korean teacher and politician, the founder of Kumon Education. But I can't find out the meaning of the surname Kumon.

Toru Kumon was Japanese. The surname is Japanese.

For his group company he uses the spelling 公文 "archive, official document", but for the publishing/toy subsidiary くもん, which google says is "relief of suffering". "Long gate/old gate" makes more sense as a surname though, but this makes Kumon simply the Japanese pronunciation of a Chinese name.
