I don't think this guy is Russian, maybe of Russian descent.
Having non English last name does not make someone immigrant.
It is also possible that;
1. They have surname from Russian, but relative from Eastern Europe did not come from Russia. In other countries around Russia there are many Russian ethnics who are not very Russian. Some of least Russian people I know have Russian surname.
2. Their Russian relative is from too long ago - probably refugee from WW2 time or Stalinist era (more likely first one, most people who flee Stalinist mostly went to West Europe.) Or something like Russian Empire era married German person / any West Europe person and that's where Russian last name is from. etc.
It is also possible that;
