This is what I know:
It is a word in Czech and means Ram, Aries, or wether (a castrated male sheep). Czech and Slovak are close but the word is not used in the Slovak dictionaries I've searched.
My efforts to find a Slovene definition have been frustrating. It's clearly something because look at this: http://bos.zrc-sazu.si/cgi/a03.exe?name=sskj_testa&expression=ge%3Dskopec&hs=1. However when I do a search for something in this page I get to sklopec, which is an iron hunting trap.
I saw the name Skopec with the hacek/makcen (the v above the s making the S soft) so it's shko-pets in Slovene pages. You're sure it's not soft?

As far as I know, the hacek/makcen is just on the last name Skopac, which should be pronounced as 'shko-pats'. I haven't found it in the last name Skopec.
Do you know if there's any good slovenian-english translator online? Actually, I think that 'skopec' and 'skopac' is not only slovenian but maybe also croatian, so there could be some information about it on some croatian-english translator as well.

I've been researching further. I went to this page and searched škopac: http://www.eudict.com/?lang=croall&word=%C5%A1kopac&go=Search. I got to škopac through several searches. Anyway, this page has a little note from the author, who lives in Croatia. I suspect Tomislav will be able to help you with real info and not supposition. He could probably tell you straight out what Skopec means in Slovene.
This said, I'm always willing to do some random connections in my mind. [A little knowledge and dangerous blah, blah, blah] I found this conversation: http://sci.tech-archive.net/Archive/sci.lang/2007-07/msg00579.html. The important part is this: I would then go on to associate caballlus with Pol. "skop", Boh.

cases, the underlying root is cap- 'head', prefixed by "s-mobile."
I don't know exactly where the author is getting skopec as wether for Serbo-Croation considering what the other dictionary is saying. But this basically supports my original post using Czech, so I'm not really caring at this second. Perhaps skopec is the Slovene word for the Croation škopac? The whole "s-mobile" I'm guessing is about the preposition "s" which is translated into "with" for CZ, SK, and Croation. I assume it works for Slovene as well.
I guess the heart of the matter is: check with Tomislav if you can.
