As far as I have been able to ascertain, Hugo did create Eponine for the character; it certainly doesn't seem to occur before his book. It would be a reasonable hypothesis that he created it from Epona, but unless someone who is an expert on Victor Hugo discovers a reference from him where he stated this specifically, this must remain an unconfirmed guess.
