I've never met a Noelle (from England also). And I don't find it Christmassy. However if I found out she were a December baby I would wonder whether the Christmas association were the reason for her name.
But I don't like the name. Noelle was the name of a character in a young adult novel I read. She was a spoilt b**ch*.

It's difficult to say. Because now I picture a popular, mean girl with this name whenever I hear it.
