Well, the accent is different, but yeah it's pronounced like Octavian. The 'j' is added in many names because Croatian has a phonetic spelling, so every letter that is heard is written, like: Darija, Mateja, Andreja, Marijo, Sebastijan, etc.

Thanksso, Oktavijan would be said ahk-TAV-ee-yahn? instead of ahk-TAYV-ee-ən. It's going on my GP list I think.

Yes, only 'o' is pronounced like 'o' in old.
