I wonder if it could be a version of the Dutch surname Bolweg/Bollweg; weg means "way". It doesn't seem to be English, unless it is so rare as to be unnoticed. There is also a French surname, Bolouet, which would sound like Bolway.

A late answer, but no, "Bolway" is not a Swedish surname.

I can't find any evidence for that idea, but you never know.
Expertise? I'm afraid a great deal of guesswork is involved, apart from a heavy reliance on the work of others.
