What does Çelebicihan mean? It's Crimean Tatar, spelt Челебиджихан in Crimean Tatar Cyrillic and چلبی جهان in Crimean Tatar Arabic. It's the surname of Numan Çelebicihan (aka Noman Chelebidzhikhan). His father's surname was Çelebi (Челеби, چلبی) so I'm assuming that Çelebicihan derives from there.
