I'm not sure if thIs an actual Japanese last name, all I know is that this written in an irregular way for the fictional characters Asuka and Tabimaro from Urusei Yatsura . Mizu means "Water", No is a possessive particle, Ko means "Small", and Ji means "Road". Everything except for the reading of No in their surname is normal.
